Procedural Characteristics and Evaluation Model of Decision Making in Introducing New Technology in Chinese Enterprises

新技术引进决策的质量是引进效果的重要决定因素。本文通过对若干企业新技术引进决策情况的现场调研,对引进决策的程序特征、任务要求和影响因素进行了较深入的考察与分析。研究表明,目前企业的新技术引进决策具有信息结构模糊、判断重心偏斜、决策风险大、参与高层化和评估机制弱等特点,特别是在引进决策中普遍重技术策略而忽视人员与组织策略,使决策过程存在高度的不确定性。文章就此提出在新技术引进决策中减少不确定性的途径和强化决策程序的评价模型。

The quality of decision making is an important determinant for the effectiveness of introducing new technology in Chinese enterprises.Thepresent study examines the procedural characteristics,task requirementsand other correlates of decision making in introducing new technology byan in-depth field survey in eight enterprises.lt was shown that at present,the decision making in introducing new technology has such characteristicsas ambiguous information structure,unbalanced judgment,high risk,high-position participation,and weak evaluation mechanism . Especially,atechnological strategy was widely adopted in decision making whileneglecting personnel and organizational strategies.This led to high uncerta-inty in decision making process.The approarches to reduce proceduraluncertainty in decision making were proposed.Issues on an evaluation modelfor strengthening the decision making procedure were discussed.
