摘要
本文认为:缺乏测度基础以及因而缺乏有效的评价标准,是社会主义经济制度的优越性未能得以充分发挥的根本原因。由此可以较为合理地分析我国经济建设和经济体制改革中许多具体方案成败的缘由。基于这个认识,试图寻找一个测度基础和评价经济行为的标准,设想以公有制、按劳分配和国民经济有计划发展等社会主义制度最本质的特征为原则提出整个国民经济系统管理体制的框架,把公有制与竞争机制、改革与发展,经济体制改革与政治体制改革等统一在一个体系之中。由于这个思路在逻辑上是从“联产计酬”推广而来,故名“联效计奖制”。本文强调,当我国的经济体制改革进入第九个年头时,或许只要再科学地、稳妥地进行一些看来不大的变动,整个社会的运转效率就会显著提高。关键在于:改革那些真正需要改革的内容!
The key reason for less giving full play to superiority of socialist economic system is the lack of measure basis and the lack of effective measure criteria. From this point of view, the success or failure of many schems for Chinese economic development and economic system reform can be properly explained. Based on this idea, this paper tries to find out the measure basis and the criteria for evaluating economic behavior, and offers a framework for national economic management system under the essential principles of the socialism, such as public ownership, distribution according to work and planned development of economy etc. This paper also tries to create a logical system in which public ownership and competition mechanism, economic reform and economic development, economic system reform and political system reform and so on are in great harmony with each other. Since this way of thinking stems from 'distribution according to production', this is named 'distribution according efficiency''. It should be accentuated, when Chinese economic system reform is intering the ninth year, only making those seemed small changes scientifically and caefully, can the operating efficiency of the whole society be increased considerably. The point is that to chnage what are really needed to be changed(?)
