观念创新与情报体制改革

The Idea Innovation and the Reform of Information System

本文从观念创新的论点出发,阐明了创新必须对传统的、陈旧的思想,观念有所突破,有所批判,才能有所发展。科技情报体制改革,同样首先是观念创新。当前需要创新的主要观念有三:第一是进一步深化情报工作为商品经济服务的认识;第二是深化情报工作向产业型、经营型过渡的认识;第三是深化“延伸”服务范围向经济领域主战场“进入”的认识。最后,论文阐明情报工作观念创新的目的,在于有利于社会主义初级阶段生产力的发展,并提出了深化改革的几点意见。

This paper describes that the Innovation must make some breakthrough of the traditional and older thoughts and idea, and make some criticism, so that there are some developments. The re-form of S&T information system is an innovation also. At present, the main concepts that needs innovation are the following three aspects:First,futher deepening the recognition of information work which must serve the commodity economy. Second, deepening the recognition of information work which must switch to the industrial and operational one. Third, deepening the recognition that extends the service scope to the main battleground of economic field. Last, the paper clarifies the idea innovation of information work aiming at the advantage of the development of productivity in the primary stage of socialist construction, and raises some oppinions to deepen the reform.
