全国公费医疗管理工作经验交流会综述

From Getting Compensation for Consumption to Bearing Funds On the Reform of Operational Mechanisms of Health Service

在我国已实行35年的公费医疗制度,因近年来医疗费用增长过快及药品浪费严重而亟待改革。去年十月,全国公费医疗管理工作经验交流会在河南洛阳市召开。这次会议是由卫生部、财政部联合召开的,也是建国以来第一次全国性的专题研究公费医疗管理工作的会议。会上交流了公费医疗管理和改革的经验,讨论了《公费医疗管理暂行办法》和《关于公费医疗改革的意见》,财政部田一农副部长和卫生部胡熙明副部长分别做了总结讲话。

The authors Zhan Chunliu and Zhu Aorong consider that for achieving the unity of opposites, the economic interests and social expectations, in health service system, it is necessary to change the dynamic procsss by starting with the reform of operational mechanisms, which means to change the traditional model of getting compensation for consumption to the model of bearing funds-that of integrating, health service with health insurance. The authors also put forward the tentative idea that township hospitals and urban community hospitals should be responsible for the health of the population in the corresponding contractual area.
