试论在新型农村合作医疗中我国政府应该发挥的作用

Governmental Should Bring into Play Its Action And Function in New Type Co-operated Medical Treatment in Countryside

传统的农村合作医疗保障体系随农村集体经济的削弱而逐渐萎缩,在国民经济连续多年高速增长的情况下,农村医疗服务水平却停滞不前,这应该说很大程度上归因于制度设计的遗漏和政府干预不当。文章提出在新的经济、制度条件下,要解决农民医疗保障不足的问题,在制度上应该建立符合当今农村实际情况的新型农村合作医疗制度,在政府干预方面应该加强宏观调控、加大投资力度以及加快立法建设。

The traditional village medical treatment system disintegrated as the agriculture collective economy broke up, although the national economy continues increasing with high speed for many years ,the village medical treatment service level is low. That should attribute to the weakness of the system and the improper interference from the government. The article pointed out that in order to resolve the problem under the new circumstances, we should build up the new village cooperative medical treatment system, improve the level of macroscopic interference from the government, enlarge the investment and quicken the job oflawmaking.
