科技管理信息系统初探

Preliminary Research of S&T Management Information System

建立科技管理信息系统的目的是及时、准确地向科技管理者和决策者提供可靠数据和有用信息,从而保证科技政策和策略的正确性、科技发展规划的合理性、科技管理的科学性。本文提出了包括数据处理子系统、科技情报子系统、辅助管理与决策子系统的科技管理信息系统模型,并图示了该系统优化程序。本文阐明了科技管理信息系统开发研究中的主要困难,提出了五点具体建议。

The aim of establishing S&T management information system is to provide S&T managers and policy-makers with reliable data and useful information timely and accurately, so as to ensure the validity of the policies and tacti cs of science and technology, the reasonableness of devedopmental projects and the state of being scientific of management of science and technology. This paper offers models of management of S&T including data-processing sub-system, sub-system of S&T information, the subsidiary management and the policy-making subsystem, with figures showing the optimization process of the systems. While illustrating the main difficulties involved in the development of S&T management information system, this paper offers five concrete proposals.
