《技术进步与产业结构问题》是对我国四化建设具有重大影响的国家重点软科学课题。中国社会科学院数量经济与技术经济研究所受国家科委委托,从1986年春开始对这个课题进行定性与定量相结合的研究,研究结果表明,为保证我国1986—2000年的经济增长,必须在坚持改革的前提下,紧紧依靠技术进步和产业结构合理化。本文提出的制定经济发展战略的一个新的思路是:以技术进步为动力,以需求为导向,建立产业结构优化分析模型,确定产业发展模式,选择优先发展产业、基础产业与创汇产业,并通过改革和制定一系列相互配套的政策,使产业结构趋向合理,以保障国民经济长期稳定协调的发展——这是我们研究的基本结论。

'Technological progress and industrial structure' is a major national research project of social sciences. This project is very important and will make a significant impact on the four modernizations of our country. The result shows that in order to ensure the steady economic growth during the period from 1986 to 2000,China has to firmly rely n the technological progress and the industrial structure rationalization as well as the oreform. The new way of formulating the economic development strategy put forward in this article is that the country must take the technological progress as a motivation and the demand as a direction; set up an analytical model series of the optimum industrial structure for economic development; Select the patern of industrial development; identify the priorities of industries to be developed and the infrastructural industries; and set up a complete set of policies to make the industrial structure ratitional and guarantee that the national economy in long term has a harmonious and steady growth. That is the conclusion of our research.
