温州之路与卫生改革

The New Path of Wenzhou City and the Reform of Health Service

党的十一届三中全会以来,温州走出了一条以家庭经营为基础,以家庭工业和联户工业为支柱,以专业市场为依托的发展商品经济的新路子。在这种新形势下,卫生事业在管理体制、卫生服务的供求关系,以及商品经济形势下的卫生工作等方面与变化了的新形势很不适应。卫生部门要顺应商品经济发展的大环境,应该采取如下对策:1.摆脱传统理论束缚,采取多种形式办医;2.对卫生部门要放权、搞活,加强宏观管理;3.调整收费标准;4.开展多种形式办学,加速人才培养,还要允许人才流动,发挥卫生技术人才和管理人才的作用。

Since the Third Plenary Session of the Eleventh Central Committee (held in December 1978),Wenzhou city has broken a new path to develop commodity economy,with household business as the basis,household industry and combined household industry as the pillar, and specialized markets as the support.In comparison with the demand of the new situation,health service falls behind in many aspects.To conform health service to the trend of the-development of commodity economy,the following measures should be adopted:(1)shake off the yoke of old ideas to run,in diversive forms,medical and health services;(2)in health service establishments,transfer power to lower levels, invigorate operation and management,and strengthen macro control;(3)readjust the standard of medical charges;(4)develop diversified medical education,speed up talent training,allow the transference of talented persons,and bring into full play the initiative of technical and managerial personnel of health service.
