发展中国家经济的发展与世界经济的发展是密切相关的,在国际技术转让中,发达国家与发展中国家要加强技术交流与合作。国内经济科技发展的不平衡决定了对适用技术选择的多层次性。中国作为发展中国家,当前要通过改革,发展和完善国内技术市场,从而把国内研究开发同国际技术贸易结合起来,实现对国内、国际技术转让的有效利用。技术贸易策略应转变为以进、出口并举,引进中以“软件”为主。发展中国家有效地利用国际技术转让的关键是,本国具有选择、消化、吸收“引进技术”,并在此基础上提高自身技术创新的能力和内在机制。在我国,通过体制改革和相应政策以保证国内技术市场的建立和完善是实现有效利用国际技术转让的途径。

World economy can not be developed without the economic progress of developing countries. Developed countries should strengthen technological interchange and economic corporation with developing countries by the international technology transfer. Developing country should perfect its internal mechanism and augment R & D capability of itself to enhance the utilization of international technology transfer. Technology in different level is needed by developing countries for uneven development of its own economy and technology. The effective way for China to take the advantage of technology transfer is to combine domestic R & D with international technological trade by means of developing and perfecting her internal technology market through the economic system reform. The tactics of technological trade of China should turn to both importation and exportation, and the proportion of'software' in tecrnique acquisition ought to be further increased.
