辽宁省实施质量强省战略的思考与设想

Thoughts and Assumption of Implementing Quality Strategy in Liaoning Province

本文对我省实施质量强省战略的必然性、必要性、紧迫性进行了阐述,围绕辽宁老工业基地振兴,实现经济转型跨越式发展,在参考了国务院的《质量发展纲要》,借鉴了兄弟省市的经验和做法的基础上,提出了我省实施质量强省战略的设想,主要包括指导思想、主要目标、工作任务、保障措施,力争从政府、企业、社会3个方面全面推进。

This paper states the necessity and the urgency of carrying out the quality strategy in Liaoning province.Based on the thoughts of reviving the old industrial base,realizing the economic transition and the leap-forward development of Liaoning province,and referring to the Quality Development Outline of the State Council and the experience of associate provinces,the paper proposes the assumption of implementing the quality strategy which includes the main objectives,main task as well as safeguard measures,and carry out it from three aspects — the government,enterprises and the society.
