日本公共工程采购质量管理制度研究

Research on the Quality Management System of Public Works Procurement in Japan

公共工程是日本经济结构的重要组成部分。日本的公共工程采购管理制度建设得最为完备,供应商管理、招标承包体系管理及各参加方组织管理是其核心内容。本文研究了日本公共工程采购供应商的评价标准及技术能力要求、招标承包体系的管理以及工程采购相关参加方职责和义务的界定等内容,期望能为我国工程采购质量管理制度的建设与完善提供参考借鉴,从而更好地应对国际化的机遇与挑战。

The public works is an important part of the overall economic structure of Japan, and the quality management system of public works procurement of Japan is the most complete, whose supplier management, tendering and contracting systems management and other organization management are the core content of quality management system. This paper analyzes the evaluation standards and technical ability request of Japanese public works suppliers, management of tendering and contracting systems, and the responsibilities of relevant participants,expecting to provide some reference for the establishment and improvement of quality management system of public works procurement of our country, so that we can better respond to the opportunities and challenges of internationalization.
