摘要
本文应用全生命周期的理念,借鉴环评、安评、能评等在生产项目投资决策、立项阶段先期评价和建成后运行评价,结合工业产品生产许可证制度的实践,构建了重要工业产品生产项目质量评价制度,阐明了质量评价制度实施的对象、范围、内容、程序、评价报告及其结果应用等,对生产项目质量评价的关键要素进行了分析。本研究将为推进重要工业产品生产项目质量评价制度的实施提供重要基础。
Applying the philosophy of full life cycle, drawing lessons from environmental evaluation, safety evaluation, energy-saving evaluation and other preliminary evaluations at the investment, decision-making and project approval stage as well as running evaluation after the completion of manufacturing projects, and combining with actual practices of the industrial manufacturing license system, this paper constructs the quality evaluation system of important industrial products manufacturing project, explains the object, scope, content, procedure, and evaluation report of the implementation of the quality evaluation system as well as the application results, and analyzes the key elements in manufacturing project quality evaluation. The study will serve as an important basis for implementing quality evaluation system of the important industrial products manufacturing project.
