文化与旅游产业融合发展的政府保障机制研究——以张家口为例

Research into Governmental Safeguard Mechanism of the Integrative Development of Culture and Tourism Industry—Taking Zhangjiakou as An Example

旅游与文化产业的融合发展已是未来旅游产业发展的必然趋势。实现文化产业开发与旅游资源建设的有机联系是促进文化与旅游产业共同繁荣的必然之路。以张家口为例对文化与旅游产业融合发展中面临的政府机制等问题进行分析,提出通过协调政府管理机制,建立第三方行业协会的管理机制,完善文化与旅游融合过程中的法制保障机制,不断完善文化研究与旅游开发相结合的产学研模式,拓展文化与旅游结合的投融资渠道,推动文化与旅游的融合发展。

The integrative development of tourism and culture industry is an inevitable trend in the fu-ture tourism.Realizing organic connection between culture industry exploitation and tourism resource con-struction is a necessary approach to facilitating the co-prosperity of the two industries.Taking Zhangjiakou as an example,the paper analyzes the governmental safeguard mechanism in this process and offers some suggestions,such as establishing the management mechanism of the third-party guild,perfecting legal safe-guard mechanism,promoting industry-university-research cooperation,and expanding the investment and financing channel in order to drive the integrative development forward.
