摘要
教育政策执行是将政策理想转化成政策现实的过程,然而政策的理想目标与社会现实之间的矛盾和冲突,往往会导致教育政策难以有效执行。从农民工子女教育政策执行的社会实践出发,探讨教育政策执行的四种机制:政策认识的差异机制、政策利益的博弈机制、权力对政策的重塑机制和"关系"在政策中的嵌入机制。这四种机制相互联系、共同作用,形成一个整体性的中国式教育政策执行的机制模型,解释了从政策文本到地方策略的过程。这一模型对于教育政策制订和实施具有重要的启示意义。
The implementation of education policy is a process which the ideal of policy is transferred into reality. However, the conflicts between the ideal and reality usually obstruct the implementation of policy. Based on the implementation process of educational policy on 'the children of migrant workers', this paper explores four mechanisms in the implementation process of the educational policy. They are the mechanism of difference in policy cognition, the mechanism of policy interest gaming, mechanism of policy remodeling and the mechanism of relationship embedding of policy. The four mechanisms have effect on each other and constitute a Chinese analysis framework of implementation of policy. It can explain the process from policy text to strategies of local societies. It has important significance for the making and implement of educational policy.
