Review of European Citizen “Common Value” Cultivation Plan

欧盟"共同价值计划"的实施既是促进欧洲一体化进程的一个具体方案,又符合欧盟融合新移民的现实需要。"共同价值计划"的实施逻辑是:多方合作选定共同价值——开发承载共同价值的故事——创作漫画来表现故事——以教学指导来实现对共同价值的统一理解和应用。"共同价值计划"对我国公民教育的启示是制订指向明确的公民教育专项计划,拓展公民教育的主体与途径,提高公民教育实践的时代性。

The implementation of 'common values' plan of European Union is one of the programs for the European integration process and meets the requirment of the integration of new immigrants in EU. The procedure of 'common values' plan is: set the common values jointly—— exploit stories that present the common value——create comics to tell the story—— apply education to unify the understanding and application of common value. The enlightments are the creating of specific programe for civic education, expanding the participants and approach of civic education and fit the civic education with modern situation.
