国内外城市社区建设与管理的经验及其启示

社区是城市社会的细胞和基础,是宏观社会的缩影,也是一个相对完整的社会功能实体。建设和谐社区是构建和谐社会的基础工程。与西方发达国家相比,我国社区建设虽然取得了很大成绩,但由于起步、发展较晚,存在诸如政策滞后、管理效能低下、社区居委会行政化色彩严重等问题。借鉴发达国家和国内社区建设的先进经验,对于我们克服城市社区管理体制的弊端,推进城市社区建设与管理体制改革具有重要的理论意义。

As a cell of urban society, community is the epitome of macro-society and a relatively complete social function body. Harmonious community construction is a basic project of social society. Compared with western developed countries, our community construction achieved greatly, but some problems, such as strategy lagging, low administrative efficiency, rich administrative color of residential committee, still exist as a result of late start and development. It is of theoretical significance to overcoming defects in the urban communal administrative system and accelerating this systematic reform to use experiences of urban communal construction in other countries for reference.
