论“现代海上丝绸之路”——以“浙江舟山群岛新区”为出发点的思考

On the Modern Maritime Silk Road ——A Reflection Based on Zhoushan Archipelago New Area

"现代海上丝绸之路"是基于中国海洋战略的一种路径选择和整体构想,旨在构筑一个以"战略思维"和"海洋思维"为基础,以"经略海洋"为目标的全球经济合作平台。目前,它需要国家战略层面、省级策略层面和"浙江舟山群岛新区"谋略层面的合力运作,其重点要落实在"现代海上丝绸之路"制度建设上。制度创新在社会转型中扮演一种超级正能量的作用,是能否建成"现代海上丝绸之路"的核心。但制度创新的基础和前提是思想解放、政策开放和能量释放等要素的整体合力。现实的问题是,这种合力目前还难以形成更没有运作。所以,建设"现代海上丝绸之路"的关键是一种"整体思维方式"的建设。

Based on the concept of access path and overall vision for China's ocean strategy,'the modern maritime Silk Road'aims at building a premier platform for international economic cooperation in'strategic thinking'and'maritime consciousness'and for the goal of planning ocean. It needs combining cooperation with the national strategy, the provincial strategy and Zhoushan Archipelago New Area's strategy. The emphasis is on the institutional construction which plays a positive powerful role in constructing Chinese ocean pathway. Institutional innovations needs thought liberation, open policy and release of energy. However, we need the integral thinking to form a joint force.
