舟山群岛新区的建设发展离不开正式制度的创新,而事实上,正式制度的有效与否与非正式制度密切相关。非正式制度作为人们在长期的社会生活中形成的较为一致的思想观念、价值取向、风俗习惯等,既能促进正式制度的实施,也能阻碍其变迁,降低正式制度实施绩效。为此,必须重视非正式制度的建设,发挥舟山海洋文化的积极方面,加强群岛新区文化建设,通过各种途径促进落后观念的转变,同时要重视制度创新的长期性和连续性,防止向传统回归。

Therefore, to promote the institution innovation, more attention should be paid to the construction of informal institution, the positive aspects of Zhoushan ocean culture, the strengthened culture construction, the transformation of ideas through various channels, and attention should also be paid to the long-term and continuous innovation so as to prevent the return to the tradition.
