Reform is the crux in discussing the development of China's economy. The author, an official in charge of a local tourist department, analyses the present state of the reform in the tourism industry. Though China's tourism industry has made great strides in the recent years, the pressent tourism mechanism, however, cannot guarantee the speedy,healthy and sustained development of China's tourism industry because of the vague role being played by the local administrative department' concentration on their own interests. The author points out that only by breaking such a deadlock can China's tourism industry be instilled with vigour and vitality, and achieve further development in the competitive market. As to China's present state, the mode of government management is one that is more adaptable to the management of tourism industry. The author offers a series of concrete suggestions.
