Tourist destinations are usually divided into three types: 'Resource-Oriented', 'Tourist --Oriented'and 'Mixed Type with both resource -orientation and tourist -orientation'. This article, taking Guangzhou and Shanghai as examples, presents the common features of the 'tourist -oriented' destinations and those features favouring their development. These destinations boast abundant tourist traffic, but lack tourist resources, relatively speaking. These modern metropolises are known as 'paradises of shopping'. The article points out that maximum advantage of 'tourist -oriented' destinations results from a better combination of the design of the city's total image and their specific resources. The article finally expounds on item design, selection of target markets and scale of construction in the development of tourism resources in the 'tourist -oriented' destinations.
