China is currently indulging in the tourism development, which is undoubtedly most conducive to the strengthening of its tourism industry. However, there exists the problem of the dislocation of some basic links in the actual operation. The dislocation of links includes the aim of development, development orientation, scales of investment,the development programmes and so on. In the final analysis, these problems should be solved through tourism planning. The author tries to elaborate this from both theory and practice. This presentation was delivered at the 'Fourth National Theory and Practice Symposium' and 'Symposium of Tourism Development Planning'.
