The article points out that only one-third of the 154-kilometer Mt. Huangshan Scenic Area-the circular route around the hot spring-has so far been developed. This area is crammed with people during the peak season,and complaints abound; rubbish proliferates; revenue disappoints, and heritage vanishes. To permit this to continue will result in infamy for the current decision-makers and administrators. The author, with forty years, experience in the Mt. Huangshan Area, offers his suggestions on gradually developing the remaining two-thirds of the area by opening the entire area, thereby dispersing tourists.The article suggests developing regional tourism and building“a daily necessities service centre”at the foot of the mountain. Since most of the remaning two-thirds area is located in the western part of Mt. Huangshan, the present urgent task should be centred at this area so that Mt. Huangshan, world's cultural and natural heritage, Mt.Jiuhuashan, the Buddhist resort, and Qiyun Mountain, the famous Taoist mountain, as well as Taiping Lake can be integrated into a marketable entity,“Three Mountains and One Lake”.
