对当前美欧关系的几点看法

PERSPECTIVES ON THE CURRENT TRANS-ATLANTIC RELATIONSHIPS

随着冷战的结束、欧洲局势发生巨大变化、特别是俄罗斯内外政策的调整,美欧联盟关系出现了引人注目的新特点:(一)美欧在加强相互协调的同时,它们之间不同利益的碰撞呈上升之势;(二)俄罗斯因素使美欧关系变得更加复杂,它们三方既相互借重,又相互制约。 估计今后美欧关系的前景将是:(一)美欧关系因存在广泛的共同利益而互有需求,但围绕欧洲事务主导权之争的矛盾将向纵深发展;(二)美国同西欧大国的相互关系因形势发展变化和各自力量消长而不断调整,将形成复杂多变的力量组合;(三)俄罗斯因素将继续对美欧关系的发展变化产生重大影响。

With the end of the cold war, the evolving European situation and the readjustment of Russia's domestic and foreign policies in particular have brought forth the following new features in Euro-American alliance; (1)while working hard to coordinating their positions,the U. S. and West European countries find their interests more frequently in collision; (2)the current trans-Atlantic relations become more complicated because of the Russian factor. Each of the U. S. , Western Europe and Russia relies on the others for support and the three of them restrain one another at the same time. The future Euro-American relations are expected to be; (1)the U. S. and Western'Europe will cooperate with each other because they still share wide-ranging common interests. However .their rivalry for the leading role in European affairs will get even more severe; (2) the U. S. and major European powers will readjust continuously their relations according to the evolving situation and with the rises and falls of their respective strength. They will form complicated and changeable groupings on different issues; (3)the Russian factor will continue to influence to a rather great extent the development of trans-Atlantic relationships.
