浅谈黑非洲国家的发展道路问题

A DISCUSSION ON QUESTIONS OF ROADS OF DEVELOPMENT FOR THE BLACK AFRICAN COUNTRIES

黑非洲是全球最贫困的地区,而且同其他地区的差距越拉越大,日益引起国际社会的广泛关注。黑非洲国家贫困落后有其历史的、自然地理的和人为的种种因素,但大多数国家未能找到适合自己国情的发展道路,无疑是主要原因。本文拟就黑非洲国家的发展道路问题(包括其政治、经济体制,发展战略和方针政策等),做些探讨,谈点看法。

The long-term poverty and backwardness of the Black African countries are caused by various factors, historical, physical, geographical and artificial, but the chief reason is undoubtedly the failure of most of the countries in finding out the road of development suited to their national conditions. Then what are the conditions of the Black African countries, Although there are considerable differences among them in this regard, yet all of them went through long years of tribal society followed by long years of colonial rule, thus giving rise to their basic national conditions and special features: One,the extreme poverty and backwardness,the extremely low productivity, and deeply rooted traditional and backward tribalist ideology, which has penetrated into every field of the national politics, economy and culture; Two, a thousand and one links with and very heavily dependent on the West. Given the conditions of the Black African countries, while explorating their roads of development, they will have to at least solve five problems as follows; the tribal (or ethnic)problem,the problem of relationship with the West, the problem of political stability, the problem of agriculture and the problem of population.
