库尔德工人党问题及其对土耳其内外政策的影响

THE QUESTION OF THE KURD ISTAN WORKERS PARTY AND ITS IMRACT ON THE DOMESTIC AND FOREIGN POLICIES OF TURKEY

今年3月20日至5月4日,土耳其政府出兵伊拉克北部,对盘踞在那里的库尔德工人党(以下简称库工党)游击队展开了大规模的清剿,此举引起了国际社会的强烈反应,使库工党问题再次受到世界舆论的关注。其实库工党问题并不是一个新问题。近十年来,土耳其一直受到该党领导的反政府武装斗争的困扰和挑战。尽管土历届政府采取各种对策,全力围剿库工党武装,但这一问题非但没有解决,反而愈演愈烈,已发展成为严重威胁土社会的安全和稳定,影响土内外政策的重要问题。如何解决库工党问题,仍将是土政府面临的严峻考验。

The Kurd Istan Workers Party (PKK) is an armed organization with the aim to strive for autonomy and independence of the Kurds. For the last decade, Turkey has been obssesed and challenged by the PKK-led anti-government activities. The question of the Kurd Istan Workers Party is a product and concentrated embodiment of the continual development of both the class and national contradictions in the country; the rise in revolt of the PKK has brought about serious shocks upon the Turkish government, threatening the country's security and stability,holding back its economic construction, and adversely affecting Turkey's relations with its West allies and peripheral neighbouring countries. All the previous Turkish governments have put the settlement of the PKK question high on their agenda, and have adopted a series of important measures with military suppression as the main, but without significant effects. Given various factors, the KWP question will remain to be a grim subject disturqing the Turkish government and constraining its domestic aud foreign policies for a long time to come, and as a result, both political and military struggles between them will continue.
