AbstractIn this paper the author reviews the historical evolution of Canadian federalism during thepast l20 years。It is divided into four parts. The first part mainly analyzes the distribution of leg-isiative powers in the BNA Act.The second deals whith the rise of provincial rights and the judj-cial review of the British Judicial Committee of the Privy Council.The third focuses on thegrowth of welfare state and its impact on the federa I-provincial relations。The iast one explainsthe reason why Canadian federalism got into crisis in the l960s。The author concludes that thependulum of centralization and decentralization has swung to and for since Confederation.and thegeneral trend has been towards greater decentralization.At the same time.the author argues thatthe Quebec nationalism and Western regionalism present serious chailenges to the contemporaryCanadian federalism.How they are coped with shall inevitably mold the future the Candian feder-alism.
