Abstract This essay is composed of three parts.The first part gives ageneral discription of the two groups. The second one discusses the im-Pact of their competition upon the Eisenhower Administration's civilrights policy in detail.And the last part refutes the arguement put for-Ward by both traditional and revisionist historians that Eisenhower's con-cept of black civil rights determines his admimistriation' civil rights plil-cy. On the basis of the above studies,the author argues that neither tradi-tional nor revisionist views of the Eisenhower Administration's civilrights policy are objecive. As a matter of fact,it results from and also re-flects the competition between black and white ethnic groups on the civil rights issue.
