摘要
当前,随着世界科学技术更新速度的加快,国际间的竞争愈来愈表现为科技进步的竞争,技术秘密对现代经济生活的影响已达到前所未有的深度和广度;技术间谍的出现,使得保护技术秘密成为国际性的问题。在我国与国外进行广泛的科技交流与合作、建立社会主义市场经济的过程中,亦出现了不少科技秘密被窃取、遭泄漏的问题,并且已经给国家的利益、甚至国家安全造成了不应有的损害。面对这严峻的形势,我们很有必要对科技成果密级评价的理论及方法进行探索。
In this paper, we discuss the constitution and the action of scientific and technical achievements' secret grade for evaluating index system, raise the math. Model for expressing secret value, and the calculating method.
