As most of the African countries are caught in severely political and economic crises,Botswana and Mauritius present another picture. Both of them have turned into better-offs in Africa from the poorest ones at the time of independence. The backgrounds of their sustained development are: (1)to maintain long-term peace and stability at home;(2)to stick to the principle in which foreign policy serves domestic economic construction;(3)to formulate economic development policies in conformity with realities and national and local conditions aimed at bringing into play the strong points and avoiding the weak ones;(4)to lay emphasis on education;(5)to accelerate the development of agriculture;and (6)to control the growth of population. All these measures will be of reference value not only to African countries struggling in economic recession, but also to the developing countries in other parts of the world.
