关于捷克经济开始复苏问题的探讨

A DISCUSSION OF THE RECOVERY OF THE CZECH'S NATIONAL ECONOMY

由于捷政府善于利用本国的有利条件,执行一套比较符合实际的政策,捷国民经济发生了一些重大变化:经济私有化过程接近完成,生产开始回升,财政金融状况逐步好转等。 捷在转轨中采取的重要政策有:在推行私有化和市场机制的同时,注意加强宏观控制,调整政策;改革税务制度;支持中小企业,继续补贴农业;注意社会福利政策;适当调整对外经济政策。 捷经济中也存在一些问题,如市场机制比较脆弱等。今后只要捷政治继续稳定,政策审慎稳妥,捷经济将朝着回升方面继续发展,但速度不会很快。

As the Czech Government is good at making use of its faverable conditions and implements a set of rather realistic policies that suit the reality quite properly, great changes have been taken place in Czech's national economy. The process of economic privatization is almost completed ;production has started to go up;and financial situation is gradually improved. The important policies pursued by the Czech Government in transforming its planned economy into market economy include greater emphasis on the macro control and policy read- justment while carrying out privatization and adopting market machanism,reform of the tax system, support to small and medium-sized enterprises, continued subsidies to agriculture, careful implementation of the social welfare policy,and proper readjustment of its policy for foreign economic relations. However some problems in Czech's economy remain. The market machenism, for instance, is rather fragile. Czech's economy will continue to move along the direction of recovery given that Czech can maintain its political stability, and that the policy is prudent and balanced,but the speed of development will not too high.
