Application and Development of Program Evaluation and Review Technique in Beijing's Bid for the 2000 Olympics

北京奥申委曾运用计划网络法对申办2000年奥运会实施科学决策和管理。该委编制的申办工作计划网络图,不仅保证了历时两年半的申办工作有条不紊地进行,并且在结构处理、编制思想、运转执行等方面对计划网络图有所发展和创新,为计划网络法在更广泛的领域应用积累了经验。本文以系统科学理论为基础,侧重从理论与实践相结合的角度,探讨了这些创新和发展。

By applying program evaluation and review technique , the Beijing 2000 Olympic Games Bid Committee mapped out a working plan for policy making and scientific management. This not only ensured a smooth progress of the bidding over two and a half years , but also developed new ideas for program evaluation and review in regard to structural treatment , concept of formulating the plan and actual operation , thus gaining experience in the adoption of program e-valuation and review in more areas . Based on the theory .of systematology , this paper discusses the new ideas and the development of the theory with emphasis on the integration of theory with practice .
