Abstract Petroleum has played the key role in Saudi Arabia's modernization.There are very great differences between the modernization of Saudi Arabia as oil-producing country and that of non-oil-producing countries or other Third World countries which produce oil for self-consumption. There are four characteristics in Saudi Arabia's modernization;The first is its exogenous nature as the main motive force of its modernization comes from the rapid increase of oil revenue; the second is its abruptness and leaping characteristics which is inter-related with its exogenousness; the third is its typical inlaying characteristics, i.e., co-existence of the traditional and the modern; the fourth is its harmonious atmosphere which has ensured the stable transformation of the society.
