Abstract The essential characteristics of the traditional culture of Black Africa can be summed up into three aspects: tribal culture, oral culture and popular culture. These characteristics serve to show that political development of Black Africa started off at a relatively low level at independence.Tribalism manifests itself in its one-sided political identification and allegiance to one's tribe, thus hampering the creation of a common political culture and the formation of national integration. As the demonstrativeness of oral culture is unfavourable to the administrative manage-ments,so is its transience to the construction of legal sistem. However, the traditional culture not only exerts negative influences on political developments in Black Africa, but also has its many disirable aspects, such as the Negritude (the Black People's Spirit) which affirms the cream of the Black People's culture and promotes the African Unity and cooperation, and which has never lost its positive significance even up till today.
