摘要
社会体育指导员是发展我国体育事业的一支重要力量。确认他们的社会地位，加强这支队伍的建设和管理，需要纳入法制的轨道。本研究对建立《社会体育指导员技术等级制度》的必要性和可行性进行了较深入的论证，对该制度的形式结构与基本内容进行了较系统的探讨，从而为制定和实施这一法规提供了科学研究的论据。
social sport instructors are an important force to develop our sport and physical education, In order to confirm their social status, to strengthen their construction and management., we should put the administration under legal system.This study demonstrates the necessity and feasibility of founding“technical grades system for social sport instructors”.It expounds the formal structure and basic content of the system systematically. This study provides scientific basis for making and carrying out the law and regulations.
