聘任制改革对公务员心理契约的影响与重构

摘要 聘任制改革作为公务员人事管理方面的一项新举措,将触动公务员的相关利益,对常任制公务员、聘任制公务员、准公务员三类公务员群体的心理契约产生不同的影响。深层次的影响机制是,聘任制改革在不同程度上扰动了这三类公务员心理契约中交易-关系两种成分的比例,使公务员的心理契约发生了变化。这种变化的大小取决于公务员的认知以及雇佣前的谈判、补偿机制、市场可替代职位、改革环境等因素的影响。保证改革过程的清晰明确、建立补偿机制进行有效沟通、制定清晰的职业说明书和职业生涯规划有助于帮助公务员及时修补破损的心理契约,从而避免负面情绪与行为。 The appointment system reform,as a new measure of civil service personnel management,is going to impact the interests of civil servants,andhave different effects on the psychological contracts of three groups of civil servants—those recruited in the traditional way,those recruited under the reform and those so-called quasi civil servants. The deep mechanism is that proportion of the two components,trading and relationship,of the psychological contract have been disturbed and the psychological contract of civil servants has changed. However,the degree of change depends on the factors of pre-employment negotiation,compensation mechanism, and alternativepositions in the market and reform environment. To ensure the reform process is clear,establish compensation mechanism and conduct effective communication and make career instruction and planning clear will timely help reconstruct civil servants ' psychological contract,so as to avoid negative emotions and behaviors.
