中国城市水务法研究述评

A Review of the Studies on the Municipal Water Act

城市水务法是对城市辖区内所有涉水事务中形成的社会关系进行法律调整所形成的法律部门。随着城市化进程的加快、环保要求和卫生标准的提高,以及公用事业改革的深入推进,其重要性日渐凸显。通过对学术界23年间相关研究成果的系统梳理,力图找出研究中存在的问题,以祈望更高更深层次的研究成果的发表和出版。尤其是在中国城市水务业市场化改革处于反思调整的背景下,系统和深入地对中国城市水务的法治化展开研究具有更加重要的理论和现实意义。

The Municipal Water Act is a statute regulating social relations in the acquiring and selling of water among municipal districts.With the acceleration of urbanization,the improvement of requirements for environmental protection and health standard,and the development of reforms in public service,the importance of the Municipal Water Act is increasingly highlighted.Based on a systematic review of what has been studied in this field,this research tries to find out the problems with previous studies and turn out more constructive and highly-credited research result for publication.The significance of this research is obvious in the historical period when reflection is done to the privatization of municipal water market from a legislative point of view.
