县域土地整治规划环境影响评价研究——以托克托县为例

在土地整治规划编制过程中进行环境影响评价,可以从源头上预防与减缓规划实施后对区域环境产生的不良影响,因此,环境影响评价在规划编制中是非常必要的。本文通过对《托克托县土地整治规划(2011年—2015年)》的环境影响识别,得出土地整治规划环境影响主要表现在社会、经济、生态等几方面,在此基础上利用层次分析法建立了包括社会影响、经济影响和生态影响三方面的土地整治规划环境影响评价指标体系,同时对指标的标准化、权重的确定等方面做了探讨,并采用加权比较的方法对规划环境影响进行综合评价,评价结果表明托克托县土地整治规划的实施,对区域的综合环境影响有改善作用,并针对《托克托县土地整治规划(2011年—2015年)》实施过程中可能出现的环境问题提出几点减缓措施。

In the preparation process of land consolidation and rehabilitation planning, environmental impact assessment can prevent and mitigate the adverse effects on regional environment after the implementation of the planning, therefore, the environmental impact assessment in the planning preparation is very necessary. And it discusses the environmental impact assessment from the community, economic and ecological environment.In this basis, this paper uses the AHP to establish the index system of the environmental impact assessment of land consolidation and rehabilitation planning and discusses the standardization of indicators and identification of the weight. And uses the weighting method to evaluate the environmental impact according to the empirical study of the environmental impact assessment of land consolidation and rehabilitation planning,The evaluation results indicate that the implement of land consolidation and rehabilitation planning improved the integrated environment in Tuoketuo County. And it proposed the preventive and mitigation measures supplement to environmental issues that may arise in the process of land consolidation and rehabilitation.
