The Admission of Open Learning Students is a Great Step to Develop Open Education

为了贯彻落实《国务院关于〈中国教育改革和发展纲要〉的实施意见》。

To implement the 'Program of Chinese Education Reform and Development in China', to make full use of modern educational media and education resources of TV university, the State Education Commission made a decision in 1995 that TV university began to admit open learning students in ten provinces in China, such as Liaoning, Fujian, etc. On this basis, in the following year, ten more provinces join the work. To faciliate the work, the State Education Commission held the meeting to sum up the past experience in Beijing June this year.Open learning students are thosewho are on the job and unemployed youth with certificates of secondary education who are registered in their local TV University to pursue their study without entrance examination. Open learning students, learning on selftaught basis, are not grouped into class. They are offered chances to atteng tutorial lessons if they need. Diploma will be granted to those who have acquired enough credits. Of all the courses, 70% are required ones, which d by Central TV University, 30% are elective courses conducted by local TV Universities. The facts prove that the admission of open learning students is a great move to develop open education. Explanding openness isthe only way for the development of TV University.
