本文以《李光耀４０年政论选》为基本依据，紧紧围绕新加坡独立、建设、繁荣过程中所采取的发展道路和治政举措，力图阐明李光耀治政思想的要素、构成及主要的政策主张，以期为我国国家管理。

Morality is an instrumental existence and plays a very important role in the development of humanity and human society. However, the instrumental character of morality has its limitations. If misunderstood, its instrumental nature may be misused. This article, through analysis of the two misunderstandings, further expands the issue of the instrumental nature of morality
