摘要
面向２１世纪的“２１１工程”，作为我国高等教育发展战略之一，在高校中引起了强烈的反响。为了研制一套国际上具有可比性的参照系，本文运用系统工程方法对世界著名大学的办学水平进行了历史地全面地考察，得出了世界著名大学办学水平的六条共同特征。
The 211 Project', which is one of the development strategies of higher education in China, has already excited energetic reaction in colleges and universities. In order to find out an internationally comparable quality reference system, this article focuses on historical and comprehensive research on various requirements for first-rate universities in the world,with the method of system engineering. Hence the six common features of world-famous universities.
