On Realizing Compatibility Between State-owned Enterprises and Market Economy

市场经济需要国有企业，国有企业能够与市场经济兼容。本文系统而深入地探讨了国有企业与市场经济兼容性实现的条件：产权关系兼容性的实现要达到资产安全与经济效率的统一，治理结构兼容性的实现要做到所有者监督与企业独立经营的有效耦合，行为目标兼容性的实现要符合自益性与公益性的补偿原则，行业分布兼容性的实现则必须给国有和非国有企业分配合理的市场份额，即实行合理的市场份额配限原则。

Abstract Market economy needs state-owned enterprises, and state-owned enterprises can be compatible with marketeconomy. In practice, however, the realization of compatibility between state-owned enterprises and market economy depends on several aspects: the realization of compatibility of property rights system requires integration.ofproperty safety with economic efficiency: the realization of compatibility of governance structure requires thecombination of effective supervision by owners and independent operation by managers; the realization of compatibility of behaviour objectives requires the compensation principle of recognizing both self-benefit and publicwelfarel the realization of compatibility of industrial distribution requires the rational distribution of market sharebetween State-owned enterprises and non-state-owned enterprises, that is, putting into practice the principle ofmarket share rationing.
