论新时期的中俄关系

ON THE SINO-RUSSIAN RELATIONSHIP IN THE NEW ERA

冷战后,中俄关系已步入了平稳发展、充满生机的历史新时期。 新时期中俄关系的主要特点,一是排除了意识形态和社会制度差异而对发展国家关系产生的负面影响;二是双方确立了平等相处,相互尊重的国家关系准则;三是中俄既不结盟,也不对抗,更不会针对第三国;四是发展务实的经贸合作。 中俄两国深入发展双边关系具有安全利益和政治主张增多,地缘优势独特,经济互补,政策相互迎合等多种有利条件,因而中俄关系的发展前景十分广阔。但双方也应高度正视和解决所面临的敏感问题。

After the end of the Cold War, the Sino-Russian relationship entered a new historic era of steady and vigorous development. The current Sino-Russian relationship has the following main features: (1) any negative impact brought about by differences in ideology and social systems on the development of state-to-state relations is removed; (2)The two sides have established treating each other as equals and mutual respect as the norms of their state-to-state relationship; (3) China and Russia will neither form an alliance, nor enter into confrontation, and even less act against a third country; and (4)Pragmatic economic and trade cooperation is developed. There are many favourable conditions for China and Russia to further their bilateral relations such as increasing common points in security interests and political stands, mutually complementary economies and accommodating policies. Therefore the Sino-Russian relations have a bright prospect for development. However, it is also essential for the two sides to pay more attention to and tackle the sensitive issues they are both confronted with.
