1995年美俄关系基本特点可概括为:矛盾继续加深,斗争持续不止;合作不断发展,相互依存紧密;双方政策务实,分歧暂时缓解。 美俄矛盾深化、斗争持续不断主要原因在于:彼此存在着安全和地缘政治上的深刻矛盾;双方均残存着长期冷战思维所形成的深刻影响;俄运用其核和常规庞大武库、科技、工业潜力及各种长处对美仍有牌可打。 今后美俄在一些重大国家利益上的矛盾有可能继续凸显出来,但双方仍将维持伙伴关系。美俄关系最大的不确定因素在于俄国内政局可能出现的较大变化和动荡加剧。

It should be noted that the contradictions between the United States and Russia over the past year have grown in depth and their rivalry remains unchecked. The cooperation between the two sides keeps on developing and their interdependence becomes even more close. The two sides pursue their policies in a more pragmatic way and their differences have been temporarily ironed out. The above-mentioned constitute main features of US-Russian relationship in 1995. The main reason for their sharpening contradictions and continuous conflicts is that the US and Russia have uncompromising differences on security and geopolitics. Both sides are still.very much influenced by the cold-war thinkings formed over a long period of time. In its dealings with the United States, Russia still has certain manoeuvring room by keeping a large arsenal of nuclear and conventional weapons and possessing advanced science and technology and a strong potential in industry and in other fields. In future the US and Russia are expected to maintain their partnership while their conflicts involving respective important national interests will become prominent. The biggest uncertainty in their bilateral relationship lies in any drastic changes in Russia's domestic situation and the resulting turmoil.
