Abstract Africa's traditional culture is of dual nature.Its negative side had much to do with Africa's geographical environment and natural.conditions,and with the fact that the black people's traditional culture failed to invent a written language in the long process,and also with the colonial rule imposed by the West in history.Africa's,traditional culture is also characterized by the regional differences.The Ngoni and Sotho-Tswana culture of the South Bantus in Southern Africa is quite different from the blackman's culture in the tropical inland regions,as the confinement and solidification of the former became gradually dilluted in the long process of migration,and the mixed economy of livestock breeding and farming nurtured commodity conceptions and reduced the mentality of exclusiveness.Africa's modern development strategy should take account of the duality of the traditional culture, going after the advantage while avoiding the disadvantage.The way out for Africa lies in modernization,first of all the development of commodity economy and the establishment of market mechanism,since it is the effective and only approach to the realization of modernization.The other aspect is the modernization of cultural conceptions.The development of education and the improvement of human quality constitutes the generating source for modernization.African modernization requires strategic vision,aggressive spirit and persistent efforts.
