摘要
改善公共服务是９０年代英国行政改革的目标之一，其措施是在各级公共服务部门实行＂公民宪章＂、本文论述了＂公民宪章＂实施以来的状况，并通过对＂公民宪章＂的核心价值──公民授权思想的考察，分析了这一措施对改善公共服务的作用。
One of the goals of Britain's administration reform in 1990s is to improveprove her public service. The actions taken for this aim are to adopt the Citizen's Charterat all-level public service departments. This paper, analyses the role played by this action in the improvement of public service by means of examining the state of affairs after effecting the Charter and the Charter's value at the core-Concept of theEmpowerment.
