Abstract Under Meiji Constitution,the countermeasures to the Diet taken by the govening cabinets are the concentrated expression of the relations between the Japanese cabinet and the Diet.The countermeasures to the Diet consist of two parts--the active one and the negative one.In Japan,such two kinds of countermeasures can be interweaved and simultaneously used in the same period and even in the same cabinet.Although there are many reasons why the Cabinet took the countermeasures,the main reason is the growth and decline of different political powers in the Diet and the basic attitude they took towards the cabinet.The different countermeasures to the Diet taken by a cabinet can not only refract the Japanese bourgeoisie's understanding of its Diet politics before the Second World War,but also reflect the basic formation of the political system of Japan under Meiji Constitution.
