Abstract This article points out that(1) the U.S.government defined the domestic fundamtJntaltransformation of the Soviet and Eastern European states as one of its major policy objectives;(2 )in the enviorments of the climex of the Cold War from 1949 to 1953,the onlv available andthe factually adopted means in pursuing that was ″ the strategy of radical change″ as termed bythe author, which refers to the inciting antagonistic propaganda and clandestine actions throughwhich Washington strove to contribute to the social tensions within the targeted states,attemptedto inspire or exacerbate the resentments against the government:and even the massive revoItsthere,with the final objective of toppling over the existing regimes by the forces of native opposition;(3)Liberation,as a trade-mark and a guiding principle of the American diplomacy duringthe early Eisenhower years ,was neither mere rhetoric nor innovation of the new Administration,but a real strategy practiced by its predecessor.
