AbstractThe economic relationships between the United States and the Soviet Union were always regarded as a political rather than aneconomic issue by the United States. Therefore,U.s.economic policy towards the Soviet Union had been subordinated to ameri-can politcal goals and security considerations,i.e. the economic relations became a sort of″weapon″ in american strategy towardsthe Soviet Union. Since 1970s,the economic weapon became more significant for the U.S.than ever.Its application experiencedthriee stages during this poried. First,″carrot″economic diplotnacy, from 1969 to 1979; second, 1980-1984,″ stick″economicdiplomacy;third,from 1985 to 1991,the economic diplonmacy combining ″carrot″with″stlck″,All in all,the economic weaponmeans that economic relations beome the hostage of politics.
