摘要
伴随着强势利益集团交易合谋的频度的加剧,组织化腐败也随之凸显,其危害远远大于个体腐败。组织化腐败是公共权力的组织性异化,是组织内部制度化和组织外部交易合谋,体现为在实现公共利益的同时,部门利益数倍于公共利益,表现为决策腐败、立法腐败、组织不作为腐败、公共财政消费性腐败和用人腐败。从个体腐败到组织化腐败的演变历程,凸显了中国反腐败斗争的长期性、复杂性和艰巨性,治理组织化腐败是不能回避的现实需要。
As collusive deals by powerful interest groups get more frequent,organizational corruption has also become prominent.Its harm is far greater than individual corruption.Organizational corruption is the organizational alienation of public power,with the organization institutionalized internally and involved in collusive deals externally.It is embodied by the fact that in the realization of public interests,its own interests are several times as many as public interests.It takes the form of corruption in certain areas or processes,such as decision-making,legislation,organizational inacts,consumption at public expenses and personnel appointment.The transition from individual corruption to organizational corruption demonstrates that China's anti-corruption campaign is complex and requires prolonged and strenuous efforts.The fight against organizational corruption is unavoidable.
