"奥肯定律"在我国出现变异的原因在于我国现有的经济结构并不促进就业。经济结构决定了我国的就业结构和就业现状,经济结构又取决于一国的政策选择。就业问题说到底是一个制度问题,政府在进行经济结构调整时要把就业优先作为原则之一,扶持第三产业、中小民营企业等的发展。
